India’s growing population and industrial activities have led to an increase in energy demand, which in turn has heightened the country’s reliance on fossil fuels. What is the SATAT Initiative?

Launched in October 2018 by the Ministry of Petroleum & Natural Gas in partnership with Public Sector Undertakings (PSUs) such as Indian Oil, Bharat Petroleum, and Hindustan Petroleum, SATAT is a policy-driven initiative aimed at promoting the production of Compressed Biogas (CBG) as an affordable and sustainable alternative fuel for transportation. It is part of India’s broader agenda to reduce its carbon footprint, improve waste management, and provide energy security.

The SATAT initiative is designed to establish a robust ecosystem for the biogas-to-biomethane production process and make CBG commercially available for use in vehicles as an alternative to compressed natural gas (CNG). The initiative also seeks to promote the decentralized production of biogas by involving entrepreneurs, farmers, and industry leaders.

1. Increase Biogas Production:

2. Promote Sustainable Fuel for Transportation:

   The initiative promotes Compressed Biogas (CBG) as a clean and sustainable transportation fuel. The Role of Compressed Biogas (CBG)

Compressed Biogas (CBG) plays a pivotal role in SATAT’s mission. CBG is a purified form of biogas, with a high methane content (more than 90%) that makes it comparable to compressed natural gas (CNG). It can be used as a direct substitute for CNG in vehicles, offering several advantages:

  • Cleaner Alternative: CBG is a renewable fuel that burns cleaner than traditional fossil fuels, producing fewer emissions of harmful pollutants such as particulate matter, nitrogen oxides (NOx), and sulfur oxides (SOx).
  • Waste to Energy: CBG is produced from organic waste materials such as crop residues, cattle manure, and municipal solid waste, thus helping to reduce the accumulation of waste and landfill pollution.
  • Carbon Neutral: The production and combustion of CBG are considered carbon-neutral since the carbon dioxide (CO2) released during combustion is offset by the CO2 absorbed during the growth of the organic materials used as feedstock.
  • Fuel for Transportation: CBG can be stored, transported, and used in existing CNG infrastructure, making it an ideal alternative for vehicles already using CNG. CBG can power buses, trucks, and cars, helping to decarbonize India’s transportation sector.

Progress and Implementation under SATAT

Since its inception, SATAT has garnered attention from a wide array of stakeholders, including private entrepreneurs, state governments, and industry players. Several key developments include:

1. Setting Up Biogas Plants:

   SATAT aims to set up 5,000 Compressed Biogas plants across India by 2025, producing 15 million metric tonnes of CBG annually. As of 2023, numerous plants have been set up in states such as Uttar Pradesh, Maharashtra, and Gujarat. These plants use agricultural residues, animal dung, and other organic wastes as feedstock.

2. Collaboration with Entrepreneurs:

   SATAT encourages private-sector participation by inviting entrepreneurs to set up biogas plants and supply CBG to PSUs. Under the initiative, PSUs provide long-term purchase agreements to CBG producers, ensuring market stability and encouraging investment in the sector.

3. Incentives and Support:

   The Indian government has introduced several incentives to support biogas production, including subsidies for plant construction, tax exemptions, and favorable pricing mechanisms for CBG. These measures help offset the initial capital costs and make biogas production more financially viable.

4. Integration with Natural Gas Grid:

   Efforts are being made to integrate CBG with India’s existing natural gas grid, allowing for efficient distribution across the country. This infrastructure development will further accelerate the adoption of CBG as a mainstream fuel.
